Staff of World View

Parmjit S. Mangat, the Program Director, has been involved in relative adoptions from India for more than 15 years and has helped hundreds of families in this process. He started up World View when the Province of Ontario ratified the Hague Convention on Intercountry Adoption in 2000 and implemented new adoption legislation requiring involvement of licensed agencies in all international adoptions for Ontario residents.
Mr. Mangat is also the President of West Coast Immigration Consultants, a well-reputed immigration consulting firm that is known throughout the world and he is a member in good standing of the Canadian Society of Immigration Consultants (CSIC). He is an active member of his community and is recognized in the community for his contribution to charitable causes including those that relate to child welfare.


Mirja Ramsey, the Program Co-ordinator, is well known in the Canadian adoption community as someone who is qualified to help adoptive families successfully work through the complexities of international adoptions. Prior to joining World View, Mrs. Ramsey was with the Ontario Ministry of Children and Youth Services for more than 20 years. She has a thorough knowledge of the Ontario legislation and policy as it relates to international adoptions by Ontario families. She also has extensive experience in working with the Canadian federal government, with foreign adoption authorities and with the Canadian missions in other countries.


Rubina Khan, the Office Manager, has been with us since the inception of World View. She has the responsibility for the management of the office and has extensive experience in the administration of the adoption and the immigration process of the children that are being adopted. Prior to immigrating to Canada, Rubina was a principal of a children’s school in Kenya. Her keen interest and experience in working with children have proven to be valuable assets to the agency.




Madhvi Nanda, the Administrative Assistant, joined World View 5 years ago and provides administrative support in the adoption and immigration of the adopted children. Before that, she worked in the adoption section of the Visa Office at the Canadian High Commission in New Delhi for almost 10 years as Secretary and, subsequently, as Case Analyst. Madhvi possesses a natural warmth and love of children that quickly puts them at ease whenever they come to our office.
